This bug has occurred in single player, realms, friends worlds and servers.
If you have the 9th slot selected in your hotbar, when opening certain menus such as the chat function, command blocks or other menus, for some reason, it will select the 8th item in your hotbar automatically once you leave the menu.
For example, if I had the 9th slot selected in my hotbar, then I opened the chat, once I left the chat I would have the 8th slot selected instead.
it’s not a game-breaking bug but it is an annoying issue.
