When you want to enter a command in the chat window or place a sign it changes the selected slot in the hotbar to slot 8
Example:
When I was holding a sword in the slot 2 I've wanted to enter a command then when I typed "/" It changed the selected hotbar slot from 2 to 8.

I've only had this occur for signs and only when I have signs in slot 9 (last slot on right) and then place them. Still happening in 1.15.0.53 beta on Android.
Edit: I had not noticed this in the chat before but just tested it and found the same issue. It jumped for both regular chat and using commands.
It actually occurs when your keyboard comes up. I tested it typing, then I tested it using "Autocomplete Addon"
It switched while I manually type it, but doesn't switch when I used the Autocomplete to use the same command.
