Can you please attach pictures that clearly show both the source block arrangement and target block arrangement, and direction, with coordinates on each? My suggestion would be to stand on the block with the lowest Z coordinate of the 3 redstone blocks (40,2,19) and (27,4,30) and look toward the one with the highest Z coordinate. In both cases you should have a row of 3 redstone blocks. Your Y coordinate may be 1 (or 2) higher since you would be standing on the block.
Some of the pictures might show this, but since there is no explanation it is hard to tell exactly what they mean.

Your command is testing if all blocks in the 1x1x3 region starting at 40,2,19 match all blocks in the 1x1x3 area starting at 27,4,30. The second region seems to only have a single redstone block in the picture, so it is not identical. Does the command work if you have 3 redstone blocks at the destination region?
