This Also Happend On 1.17.0 And When I Am Using A Resource Pack (Only UI/GUI Change Or Shaders) It Says Uncompatable Or Something And It Has An Empty Behaviour Pack Meaning I Can Not Use My Resource Pack On A Server

Without a copy of your pack we have no way to investigate or reproduce the issue. Since you're getting a message that says "incompatible" my guess is that there is something wrong with the way you have set up the manifest.json file. You may have mislabeled resources as data, or included an invalid dependency.
If you are concerned to keep your pack private, you can set this report to "private" security level before attaching it.

This doesn't sound like a bug in Minecraft. You should report it to the pack's creator.
