Snow Golems don't produce Snow in frozen biomes

I can't do that, it's in a realm that I don't own and I don't have any solo game. Basically I just made a simple snowball farm in a frozen ocean biome and it was working. When 17.2 dropped, the snowman stopped producing snow.

it fixed by killing him and creating a new one, probably some random weird stuff happened when the patch got applied, but then he stops producing again after maybe 32 snowballs

it actually feels like he isn't being pushed by the piston

EDIT: he actually was getting stuck in hoppers, so basically now the snowmen get stuck and dont produce snow, while before they would be ok even if standing in hoppers
