I started a new world on July 2nd in 1.17.2 and went diamond mining. I mined a 23 x 213 block area at y=11 and found 0 diamonds.

If you would like to add a vote and any extra information to the main ticket it would be appreciated. Please be sure to read the note in the description, as so far we have not been given enough information to verify that this is an actual bug, and this report likewise does not provide enough. In particular, I did my best to repeat your test, but I found plenty of diamonds. But you didn't say how high the area was that you mined out (I mined 6 layers) and you didn't say whether you had the Caves & Cliffs Experimental toggle on, so my test may have been different. If the toggle was on, very few diamonds at Y=11 would be normal.
