Not properly allocating RAM or VRAM for texture pack

Minecraft Bedrock does not properly aquire memory (RAM OR VRAM) for UHD texture packs. I have 64 GB of Ram and 11 GB of VRAM. I am getting a low memory reduced resolution notice with a utilization or 2.5 Gb of RAM and 0.277 Gb of VRAM. I have 56 Gb of ram free qnd and 10 Gb of VRAM free. There is no available solutions on the forums.  If necessary I can attach the files.

This is the biggest pack I am trying to use though I have the same issue with smaller packs as well or just combinations over a certain file size.

This is using a much lower resolution texture pack as well this one only fails to render plants.

Confirmed. I think the issue here may be that Minecraft has to copy the resource pack into the world folder when you apply it to the world (or when you load the world while the pack is applied in global resources), and there is a size limit for that.

Actually no, on further investigation that doesn't seem to be the problem. Your pack is only 1.25 GB after importing, and I don't think Minecraft copies it anywhere on disk when it's used through global resources. The issue here seems to be an arbitrary size limit for resources the game will actually load into RAM.

It is kind of bizarre that the game reduces 16 x 16 textures to 8 x 8 to compensate for using too much RAM on 4k textures.

(I will mention too that your pack is not constructed in the preferred way--it includes copies of all of the vanilla textures that you are not replacing. Those should deleted (unless you're just using them as placeholders for work-in-progress). However, that does affect the issue reported here.)

I believe they are place holders.  I did not make this pack so I am not 100% sure.
