I have measured that there are only 89 diamonds translated in this version per 100 blocks(means:100 areas) in average.
There must be something wrong with the diamonds.

Was the world itself created in the 1.17.2 hotfix? If not, you would need to look in chunks that have never been generated (far enough away that they were never rendered).
