[MCPE-13460] summoning monsters

I'm playing in version 0.14.0 b7, Android version 4.4.4,cell phone samsumg galaxy young 2,the summoning of monsters, does not work to call villagers.
and the summoning of monsters is not to call down blocks.

I don't understand, does it mean that we can't spawn villagers?
