There have been a significant number of Vindicator Pillager Captains wandering around my server. They do not have any other pillagers with them, and they do not despawn if you go far enough away (i've gone 500+ blocks away.)
I believe that they initially spawned with other pillagers, however as I went far enough away, they despawned and the Vindicator Pillager Captain remained in the world.
