Wither Will Not Spawn

Are you below Y=0?

No I’m not. I’m in between the old height limits.

Please could you provide some steps on how to go about reproducing this issue? Screenshots and/or videos demonstrating the problem would also be greatly appreciated.

What difficulty did you have the gamemode set to? Unlike the ender dragon, the wither will not spawn in 'Peaceful'. In my problems with wither spawning, as mentioned in another bug report, the Wither boss did not spawn below Y=0

I just spawned the wither normally on one of the new mountains and the blocks don’t turn into the either for me. Sometimes they do but sometimes they don’t. I believe I only had the world on Normal or Hard.

The other thing I can think of would be is there was some form of obstruction in the shape of the wither summoning blocks underneath one of the 'arms' in the shape
