[MCPE-135379] Candles can't be placed on fences, upside-down stairs, top half slabs and more

java parity issue. They can be placed on those blocks on java but not bedrock

Temporary Solution

Place a solid block in replacement of the block you'd like to place the candle on top of (e.g. fence post, wall, top-half slab, etc).
Place candle on top of the solid block.
Break the solid block below it.
Place the preferred block underneath it (e.g. fence post, wall, top-half slab, etc).
