Candles, unlike Java Edition, can't be placed on:
Fence gates
Chorus flower
Azalea and flowering azalea
Anvil
Bell
Shulker boxes
This issue is similar to the sea pickles one, tracked at MCPE-120760
How to reproduce
Place one of the suggested blocks
Try to place a candle on the top of these blocks
Observed Result
The candle is not placed
Expected result
The candle should be pleaceable on these blocks

I have noticed this as well. I'm not sure whether they plan on fixing this though. In the gameplay trailer that introduced the Warden, candles were only seen on the ground, so I'm hoping they weren't planning on the candle being like this from the beginning.
I noticed that too. Just place the candle on a block next to the one you want the candle on. Then use a piston to push the candle across.
Note that candles do not break when pushed by pistons, so you can place a candle in mid air this way.
Add Glass blocks and fences to the list. Again, a piston is the workaround
You do not need a piston to workaround the bug, just place a solid block, put a candle on top of that solid block, then break the solid block, then your able to place anything you want under your candle. The candle can float in the air like a normal block would do.
I find this is also true for glass blocks. Jesse's workaround is valid (it's what I use) but it won't work for things like half blocks which I would love to place candles on as well. Additionally there's some lighting issues with candles in the sense that they do not appear to stay lit while standing at certain distances away, but that's another bug.
In version 1.18.10.20, the list has become much smaller 🙂

Candles cannot be placed on lightning rods, walls or fence posts, I think I have seen this in Java. Perhaps it should be possible to place one candle on any of the surfaces on which a torch can be placed?
