I don't know if it is a bug, but there are caves, that are filled with water.
How to encounter them:
1.Go to a small lake in a fields
2. If the lake is deep than its a flooded cave.
I don't know how to explain this right, but I hope that I gave some information about this bug.

@Creation, Some cave entrances will be flooded, in Bedrock most of the cave between y=63 and y=30 have this issue, this bug is already fixed in Java Edition.
I have been unable to find any cave entrances on the surface that are not fully flooded, which makes experimental caves and cliffs worlds almost unplayable in survival.
