The activator rail causes glitch even on villagers dropping them halfway inside the block. We're using this as the villager transporter which they should drop in a hole in earlier versions and it doesn't work now.

Reopened because the fix for MCPE-120078 didn't fix this problem. We are now tracking the issue at MCPE-122593.
