In real life, some breeds of goats scream to stay connected with their herd. It's not an expression of terror as it is in humans, it's a method of keeping the herd together in terrain where it's easy for them to lose sight of one another. You can confirm this by doing a web search on "Why do goats scream".
I believe that in Minecraft, goats spawn with a random chance of being screamers, and goats that are screamers scream at random times, not for any particular reason but just to add realism. So they wouldn't be more likely to scream while falling a long distance than at any other time. Unless you can give a convincing reason based on information from Mojang for your expectation that they should scream while falling, this doesn't qualify as a bug.
