Summary:
When the End portal is activated, any blocks that interfere with the activation of the portal are deleted, but the adjacent blocks are not updated (as with simple breaking of blocks). Because of this, you can create any blocks in the air, a clipped Nether portal, clipped lava and water, and so on.
Steps to reproduce:
Build or find the End portal (unactivated).
Place blocks requiring support/consistency in the portal.
You can build a Nether portal with a foundation in the End portal.Activate the portal.
[optional step] Deactivate the portal (break the frame).
Observed results:
Blocks that interfere with the activation of the End portal are "cut" without updating neighboring blocks, which can lead to incorrect positions of some blocks.
Expected results:
The blocks will be updated when the End portal is activated/deactivated.

After consideration, the issue is being closed as Won't Fix.
Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
