Steps to Reproduce:

  1. Place Powder Snow;

  2. Set Brightness to 0.

Observed Results:
The Powder Snow appears darker than normal.

Expected Results:
The appearance doesn't change.

Could this be the same issue that happens with slabs and stairs. MCPE-54410 

Brightness doesn't matter for this it only gets more pronounced the lower the level.
