(This glitch is in the Caves and Cliffs toggle of world creation)
Even though the 1.18 Height limit (the C&C Toggle) is now 320, the nether roof has nor been updated to 256 or 320 unlike Java where it is 256. Please fix this issue, because building on the Nether Roof should now be a feature if the height is increased.
