Light (emitted from all light sources) doesn't work above the build hight limit. Since mobs are able to spawn on Y=256, light should be able to work above the build limit as well to prevent these spawns.
Steps to reproduce:
1. Go to Y=256
2. Set a light source
Observed results:
Light doesn't work above Y=256
Expected results:
Light should work above Y=256
