In naturally generated villages, nor in artificial villages (created by the player) the iron golems aren't generated for any reason, no matter there are many villagers, beds and some zombies or husks.
To prove it, I will leave a copy of my world in which I have a natural village that I repopulated in which iron golems do not spawn.
Note: Most of the houses were built by myself, in addition to removing, modifying, relocating and recreating some naturally generated structures in the village.
Note 2: the file of my world is in the rar file, it is necessary to download the 3 parts of the rar file to be able to unzip the .mcwolrd file of my world

You have reported this in the Bedrock Edition project (MCPE), but your description sounds like you are trying to use Java Edition iron golem spawn conditions. In Bedrock Edition zombies have no effect on iron golems spawns, but villagers do need to work at workstations for iron golems to spawn. Does that explain your results?
