[MCPE-13846] Incorrect Breaking Time of Rails

Rails should break more quickly when using tools, especially with Efficiency added.

At the moment, even an Efficiency V pick (Diamond, or Gold) takes the same time to break rails as breaking by hand.

Confirmed in single player survival on Samsung Galaxy S6 Android 5.1.1 running MCPE 0.14.2.

Please reply and update affected versions if you're still able to reproduce this issue.

Appears fixed in 0.15.90.8 - Using an Efficiency V pick is substantially quicker than breaking by hand.
