In an attempt to create a new behavior for the Phantom for an add-on, I was experimenting with making a Fire Phantom, which is able to shoot small fireballs. Currently adding the minecraft:behavior.ranged_attack and minecraft:shooter properties to a phantom with their existing moverment behaviors does nothing, even with the swoop attack removed.
The only way I've found to get a phantom to be able to use a ranged attack is if a minecraft:navigation property is added, however any time this type of property is added, the phantom's movements get all messed up and they no longer circle around the player.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. Is this still an issue in the latest version (1.17.34)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
