[MCPE-139726] Arabic language is broken

This bug is fixed in java but in bedrock its still and its from the start of the game in bedrock we didn't have Arabic language or Arabic chat...

there are so much Arabs play Minecraft and the most is bedrock(phone,ps4,xbox,pc) and we hope that bug fixed
