[MCPE-140266] Grass block can be composted in the composter

Summary:

Grass block can be composted in the composter. All similar blocks (rooted dirt, warped nylium and crimson nylium) cannot be composted.

Steps to Reproduce:

Place the composter.
Try composting grass block.

Observed Results:

You can compost the grass block.

Expected Results:

You cannot compost a grass block like similar blocks.

This bug should not be considered a parity issue as the bug existed prior to the Buzzy Bees update.
I think that this is a bug of the bedrock version, since similar blocks cannot be composted (explained in more detail in this report).
Removed label "vanilla-parity".
