Hostile mobs too sensitive to light levels

I've been noticing that no matter how much I illuminate my base there is always a place where hostile mobs seems to spawn anyways, it's really a variation of 1 light level, levels where mobs should not be spawning, I don't mind some zombies or skeletons, but creepers are the worst offenders.

It is very likely that you do not have enough lighting to prevent hostile mobs from spawning. You need at least light level 7 directly above every spawnable block. If you have checked all of the lighting and are certain that you have level 7 or higher, please attach screenshots that clearly show the lighting where mobs are spawning.
