Ok I thought, based on the pc mob farm designs, that the intention was that mobs that entered from outside the portal would be teleported. But if this is how it is intended it it's fine.
Does not work as intended. Why should the pigmen spawning teleport?
It's fine for other mobs but the pc version does not teleport the pigmen spawned in the portal frame.
If the pigmen teleport as soon they are spawned, better don't even code that zombie pigmen should spawn when there is a nether portal. Also this issue duplicates mcpe-10839
@unknown is right. Zombie pigmen in the overworld is the exception to the teleporting rule so this isn't WAI. See http://minecraft.gamepedia.com/Zombie_Pigman#Nether_portals
When a Nether portal block in the Overworld receives a block tick, there is a small chance (1/2000 on Easy, 2/2000 on Normal, and 3/2000 on Hard) it will spawn a zombie pigman on the portal frame beneath it. If a zombie pigman spawned in this way does not leave the portal it spawns on, it will never be teleported to the Nether.

This feature Works as Intended. Mobs that enter nether portals are instantly teleported, so if one spawns in the portal, then they will be teleported, too.
