The player cannot break some plants while holding snow layers

Summary:

When a player holds a snow layer in his hand, he cannot break:

• Grass

• Fern

• Nether sprouts

• Crimson roots

• Warped roots

Also, after the player has hovered over the indicated blocks with a snow layer, in order to break the plant (by hand), he needs to "break" the plant two times (it does not break the first time after aiming with a snow layer).

All flowers need to be broken twice, aiming at the block on which they stand with the snow layer (and not at the flower itself).

If at the height at which you were aiming at the plant, there were still the same plants, they will also not break the first time (even if you did not aim at them).

Steps to reproduce:

1. Place the indicated blocks.

2. Take a snow layer in your hand.

3. Try to break the plant.

4. Change the slot to an empty hand.

5. Try to break the plant twice.

Observed results:

The plant does not break while the player is holding the snow layer in his hand. And also it will break only the second time after aiming with a snow layer.

Expected results:

The player freely breaks all plants while holding the snow layer in his hand.
