[Experimental] Azalea roots can be generated without azalea trees

Summary:

The world may not generate an azalea tree, but the roots from the tree will be generated.

Observed results:

The roots from the azalea have been generated, but the azalea has not.

Expected results:

Roots will always be generated with azalea.
