[Experimental] Trees generate way too much in the meadow biome

Currently on Bedrock, trees can generate in the meadow biome. However, it generates way too much, which isn't in parity with Java, since it is supposed to generate rarely there.

Step to Reproduce
1. Find a meadow biome
2. Look around to find some trees.

Expected Result
There are one or two trees generating.

Observed Result
There are way too many trees generating in the meadow biome.
