I can not join other people on Minecraft v1.17.11, sometimes, but sometimes I can.
No one at all can join me on my Minecraft on my devise ever.
I use an IPad ( 7th generation ), they use an IPad ( 6th generation ).
I checked all settings in comparison to theirs, they are all the same in the game, even went on my Microsoft account, don't see any issues.
so why won't my Minecraft on my IPad allow multiplayer function?

Please note that iPad uses the Minecraft Bedrock Edition and issues for that are reported in the MCPE project.

Did you try reinstalling Minecraft on your iPad? Should work.
P.S. The generation of your iDevice doesn't really matter. What matters is the iOS version it's running.
