Everytime I try to load a world with 'Holiday creator features' , 'Additional Modding Capabilities', 'Creation of custom biomes', together, my game always crashes after loading resources. I've tried a ton of stuff and it will not let me access the world options once loaded.

Could you please provide more details or/and media files. As such we have no repro of this issue.
Is this still an issue in the latest version (1.17.40)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
