As of the most recent update (today) for Minecraft Bedrock Edition on the non-beta platforms, world generation through Experimental is still severely underperforming in terms of dry cave access. It is now, in fact, possible, but extremely few and far between, with generation features that were clearly supposed to be things such as ravines being flooded entirely with water. I found anywhere from 2-3 dry cave entrances over the span of 1000 blocks from in all directions across four worlds, which is extremely low. Especially when a Mesa spawns with zero caves and I find seven flooded ravines.

The situation has improved, but it's still far from acceptable for normal gameplay.
