[MCPE-142744] Floating seagrass in shipwreck

I found some floating seagrass in a shipwreck structure.

Steps to Reproduce:

Create a new Caves and Cliffs world with the seed -253116112
Teleport to 852 53 2749

Observed Results:
Seagrass generates floating.

Expected Results:
Seagrass should not generate floating.
