Incorrect weather effects on latest update

Ever since I'm playing 1.17.30, I've been encountering strange, incorrect weather effects, on rare occassions:

-It's raining and the clouds aren't black (meaning it's not a thunderstorm), but despite that hostile mobs and lightning are spawning.

-It's not raining, I save & quit, then load my save file. Suddenly the clouds are black and it's raining heavily, and yet there's no hostile mobs and lightning. Bees and villagers are going out as if it's not raining. I tried to sleep, but I can't sleep until the clock is nighttime, as if there's no rain. When I wake up, the cloud is still black and raining. Reloading the save file doesn't change the weather. I tried reloading again for the second time in another area, and suddenly the weather is clear.
