NPC's emit Villager sounds. Before 1.17.30, they would not emit any sound at all.
How to reproduce:
Spawn an NPC via command / spawn egg. How to get the NPC spawn egg: /give @p spawn_egg 1 51
Observe the NPC's emitting villager sounds.
Observed Results: The NPC's emit villager sounds.
Expected Results: The NPC's should not emit any sounds whatsoever.
