I have the same problem. Quick fix around it till they resolve it is to put another item in the anvil and then rename that but before renaming it pull it out and do it with the name tags
Does it happen on the realm? Does REALMS-9214 describe your issue?

Of course, renaming on the anvil is bugged, but you Can rename items.
You have to put in and put out something into the anvil free slot while renaming an item.
