Same issue. Regenerate potion will bring it to full. As does a heath potion. If you take damage it will never fully regenerate. Playing on both ps4 and ps5. Bedrock.

Playing on ps4. Older world. The only safe place to fly is somewhere you have explored.
Death will come trying to explore new chunks.

PS4 game is unplayable when trying to fly. Just keep hitting chunk borders and stopping. Either on realms or in house on my PS.
