Azalea Tree Generation in swamps

Azalea trees:

• Generate in swamps with leaf blocks underwater (may actually be a feature?)

Steps to reproduce

1. Open a creative world in 1.17.34 with caves and cliffs experimental toggle enabled
2. Fly around world until you find an azalea tree in a swamp Biome that is generating in the water.

Expected results
1. When an azalea tree generates in water in a swamp, the leaves do not generate below the water surface line

Actual results
1. Azalea trees in swamps generate with leaf blocks below the water line
