[MCPE-147473] Witch spawning rate is close to 0 in witch huts

Hi there,

In my single player world I have made a witch farm using a witch hut when 1.17.32 was released and I was using it frequently. It had a rate of 1500+ items per hour with looting 3. But after 1.17.40 the rate reduced to like 100/150 items per hour. Even on my multiplayer server I have this issue. Please investigate this bug.
