Moss Block can generate under water in Aquifer because button is Lush Cave biome. It should be covered with stone variant.

Personally, I don't see anything wrong with that. Moss does not generated underwater (MC-235477), but it is the ceiling of a lush cave below. Plus it works the same way in Java.
