Minecraft not utilizing GPU

When Playing Minecraft, task manager reports that the GPU utilization for the game is at 0%.  I wouldn't really care as long as I could still have a high render distance, but if I go past a 24 chunk render distance, FPS drops severely.  This problem has not affected any other games that I've played.  I have tried setting the graphics settings for Minecraft to High Performance in the windows settings with no differences in utilization.

System Spec:

-EVGA RTX 3060

-Intel 10th generation i7 10700F

-16GB 2666MHz RAM with CAS latency of 19

1TB Intel 660p NVMe (154GB free space)

Nvidia RTX 3060 driver: version 496.49 (As of 2/12/2023, version 528.02)

Screenshot 7 is with a 24 chunk Render distance and screenshot 8 is with 76 chunks.

Same tho, i don't understand why Minecraft won't let use balanced CPU and GPU usage though, they should have a settings for us to choose whether to only use CPU or both CPU and GPU to balance it out

I'm seeing abnormal graphics on my laptop with similar hardware and specs as the reporter. I think this issue is why my CPU was running almost 30 degrees above its maximum safe operating temperature

This affects 1.19.51, my FPS drops severely (lower than 30) after going past a render distance of 64 chunks with 12th Gen i5 12490F, RTX 3060Ti and 32GB RAM. This can be an annoying severe technical problem.

Responding to [Mojang] Mega_Spud, Issue is still valid and presently occurring.

I also have more information. I launched the game to see if anything changed, and I looked at the GPU core clock this time which I did not do before. The clock was around 600Mhz. Very low for my overclocked 3060 which usually boosts up to 2070Mhz . No other games that I'm currently playing exhibit this behavior either (Team Fortress 2, Half Life 2, Doom Eternal, Titanfall 2, Rocket League, Elden Ring, and Grounded), they are all boosting to 2070Mhz as normal. In Minecraft, the memory clock is also not maxing out. The memory clock in MC is about 5000MHz, whearas other games are pinned to the max of 7776MHz. This is just a feeling, but I think the problem may be a driver issue on nVidia's side.
