Attack input will intermittently switch to a random tool [VR] [Rift S]

While playing Windows 10 Minecraft in VR mode, trying to execute an "attack" will sometimes switch to a random tool (usually one near the right of the toolbar) before executing the attack action. This has been reproducible on both Rift S and Rift since at least 2019 (haven't reported until now - sorry).

Repro steps (not sure of exact repro):
1. Go mining blocks for a while until the bug happens (it is intermittent but inevitable).
2. Navigate to any tool and press the "attack" input (right-trigger).
3. The tool selection will jump from its current spot to another selection no matter which tool you try to use.
4. It should be noted that this bug can (usually) be cleared by jumping into living-room mode and back out again. However it will happen again soon.

As you can see, while this bug is a nuisance while mining, it is frequently deadly during combat, and as a result I can not tolerate playing in VR mode (even though it is my preferred play mode when everything works correctly).
