[MCPE-150044] Goats not spawning

Ever since 1.18.0, I have not been able to find goats in any mountain biomes. Even if I have 0 animals maximizing the cap, the mountains are absolutely stranded with no other mobs other than cows, sheep, chickens, or pigs.
