light level of 1 in the nether is preventing wither skeleton spawns

placing any light level even a light level 1 light block will prevent wither skeleton spawns inside a fortress 

Steps to recreate

Find a fortress
use commands to fill the area with level 1 light blocks, (or any other source of light)
observe no wither skeleton spawns
other nether mobs spawn normally

expected behavior

Wither Skeletons being a nether mob should not be affected by light level

However, this issue is Working as Intended.

The report you have submitted is working as intended. The 1.18.0 changelog states:

  • Monsters will now only spawn in complete darkness. Players can spawn-proof dark areas such as caves using light sources

Note that Wither Skeleton spawning was affected by light level before the change. They used to require light level 7 or below. So it is expected that the change applies to them.

Blaze should be impacted then as well.

 

In addition after a few ghasts spawn, no skeletons spawn in soul sand valleys, This seems unintended and should be linked to biome spawns as the nether has lava. the lava is high light level and blocks spawning in large areas of soul and valley. In addition enderman are substantially less likely to spawn in the warped biome... 

In addition the behavior does not match the json..

MadHatter: the brightness_filter only applies to sky light after the 1.18.0 update. You’ll find that overworld monsters also have the same filter in their spawn jsons. You could create a separate report that light requirements are no longer fully data driven if you wish.

Blazes always had a non-standard light requirement of <12, so that may still be in place. Again, you can report it separately if you want.

Same for the issue with skeletons and endermen and lava in the nether—it’s a distinct issue and needs its own report.
