On both PS4 and Nintendo Switch(and most likely xbox), Skin Packs and character creator do not function offline.
I'm a little interested in new DLC but why would i even when nothing works offline without serious issues. It would be stupid to try and link all my minecrafts with my Microsoft account when it will just bug out because I'm not connected to the internet possibly losing my purchases to begin with.
