As I said in the title, character creator keeps resetting when offline whenever you close and open the game.
Steps to reproduce:
1-Create a new character creator skin while online and add some customizations.
2-Exit minecraft then relaunch this time while offline, the character creator will show an endless "loading" animation.
Join a world.
Observed results:
You get equipped with default Steve or Alex.
What should have happened:
See the character as you left it before relaunch.

I can say for certain that when I am playing offline (for any reason in particular.) that I can confirm this to be true. This started happening to me around april of this year. The character loading icon and whenever i load in i get either steve or alex. It varies. But yes, I can say I am having this issue.

I attached some screenshots showing the issue on my Nintendo Switch. When online, character creator correctly accesses the Market Place and My Content, but when offline purchased items normally visible in character creator are not cached and cannot be accessed. The device has no character options until it randomly selects default Steve or default Alex upon exiting character creator. This bug is still present as of 1.18.2. I originally contacted support about the issue and verified that the support technician can duplicate this error.

Windows 10 Bedrock v1.18.10.24 Beta does not restore or save the character edited.
Steps to Reproduce:
1. Start Minecraft Bedrock for Windows, and if necessary, log into Microsoft Account
2. Open Dressing Room
3. Edit a new character
4. Equip with Pan Cape
5. Exit Dressing Room
6. Play a Minecraft World
7. Exit Minecraft
8. Start Minecraft Bedrock for Windows
Observed Results:
Character no longer has the Pan Cape

as of 1.18.10 on Switch:
Creator no longer functions at all while offline. Entering Creator shows 5 blank characters and the new side bar menu. selecting sidebar options does nothing. Attempting to select a character does nothing. Toggling between option allows one to pan left or right through the 5 blank characters or select settings. No other options are functional. Exiting does not change the default random character. Defaults are still Basic Steve and Basic Alex, but only way to change is to completely exit and close Minecraft and then relaunch Minecraft to initiate another random selection until the character changes.

I made a bug report (MCPE-152657) but apparently it was a duplicate of this so I'll add any extra info I can here. If you play on the PS4 offline you can't access any of your purchased skins, even though resource packs work just fine offline.
Steps to Reproduce:
1. Load minecraft on a ps4 while offline 2. Go to the dressing room
3. Edit character Hit R1 to move to classic skins
Observed Results: It says go to profile settings
Expected Results: Have access to our purchased skins (offline) like in Legacy Edition

This has been an issue since the Character Creator was introduced. Also, there was a time when switching online that the character creator would even reset your online skins. I really wish when openning MC, it defaults to an offline skin that was made instead of Steve or Alex – which was a thing prior to the character creator's addition.

May I remind the developers why this is an important issue. Bedrock Edition is the only available Minecraft version that runs on the Nintendo Switch, a portable console without a mobile internet connection because it doesn't have cell service, only WiFi. It's expected that a Switch sometimes doesn't have internet. There are also many other cases where someone may not have internet, but the Switch issue is what I have experience with and what motivates me to focus on this bug.
In many cases, skins and character features are bought items, and people want to be able to use content they paid for in a single player game whenever they feel like it. Otherwise it's a bad customer experience.
The old Legacy Console Edition had no issues at all with using DLC and skins offline once downloaded. The Bedrock Edition is suppose to replace Legacy Console Edition, so it makes sense that skins and DLC work offline. They used to work offline in Bedrock Edition, but some update broke that.
I feel like this bug is being intentionally ignored because it forces people to be always connected to the internet and more incentivizes people to use a Microsoft account.
Ultimately, Minecraft is Microsofts game; they can do whatever they want with it, and we can only make suggestions. But it would be the right thing to do to develop a game that players can enjoy without being sometimes annoyed or frustrated at the user experience when they play.

1.18.30 issue is not resolved for offline play.

My issue was marked as a duplicate for some reason but whatever.
Having the same issues here on the nintendo switch where purchased character skins are inaccessible offline. Not only that, but built-in stuff like the Mario skins, mario mashup pack world, and any other downloaded worlds such as grid runners are also completely inaccessible offline as well.

On Nintendo switch I can’t edit my skin offline it asking me to be online

My son is 8 and doesn't even have an online account, his Switch account is local only. He was previously able to make and change characters on Minecraft Switch between Mario characters, and now just gets a set of 5 greyed out characters, and the create character button is greyed out. All sidebar options make no changes at all. He can't edit at all, and can't even switch to default characters. This is also the case with a new game made on another local account.
Steps to reproduce:

Try to edit character.

Experiencing the same issue on Xbox One S running v1.19.83. Internet won't be installed for another two weeks so trying to limit Hotspot use. Running new local seed and for some reason my custom skin is not saved locally?

I've been told this has been resolved,
In case you're wondering, I've tried to load the skins online with the "Allowed skins only" switch turned off, but it still doesn't work.
After loading the skins

The skin size selection screen does not come up at all.

I don't understand Minecraft is mostly offline game 98 percent of the players plays offline and dose normal Minecraft stuff ,this being the case and there being a custom character creator why cant player use custom creator offline and play with those characters offline? It gose to default characters offline what is this nonsense? Minecraft going online only slowly or is it a stupid bug they are just ignoring? It's effecting many players Minecraft experience

Bug still not fixed in Minecraft Bedrock Version 1.21..51. Recently upon trying to open Minecraft the game completely freezes upon opening when offline. The skin doesn’t load and am unable to even play or open the character creator/ change skins.However once online there are no issues.
