[MCPE-164485] Can't change or import classic skins or use character creator offline

Changing & importing skins shouldn't require Internet, because sometimes players play Minecraft somewhere that doesn't have Wi-Fi.

Steps to Reproduce:

1. I go to dressing room

2. I can't select "change classic skin" or "edit character"

Observed Results:

I can't edit my character as I can't select Change Classic Skin/Edit Character.

Expected Results:

Changing Classic Skin & editing character shouldn't require Internet.
