"Create Character" button greyed out while offline

I'm unable to select a skin because the "Create Character" button is unselectable in "Dressing Room". Selecting any of the options on the left side does nothing but close the side bar. This only happens when I'm not connected to the internet, which should be expected of a portable console like the Switch. 

The skin selector is fully functional while connected to the internet. I am not signed into a Microsoft account.
