[MCPE-155227] Mario Skins and mashup pack inaccessible offline

The issue is still not resolves as of the wild update, I give up at this point and would just rather stick with the nintendo switch edition.

Switch version of minecraft has been getting progressively worse with every update when it comes to offline play. Before, I could access the mario skins and world offline, but now I have to be connected to the internet in order to access the mario skins and world even though it's supposed to be a built in add-on that doesnt require a connection.

Whut, my issue isnt just with the character creator, My mario skins and mario mashup pack world is completely inaccessible when offline so I don't know this is marked as duplicate
